Speeding ticket for motionless car [VIDEO], A "perfect storm of errors" caused the city of Baltimore to issue a
speed camera citation to a stationary vehicle, the Police Department's
chief spokesman said Thursday.
A Baltimore man was cited by a
speed camera for driving 38 mph in a 25 mph zone but his car is clearly
